{"id":3898,"date":"2020-03-05T15:06:25","date_gmt":"2020-03-05T14:06:25","guid":{"rendered":"https:\/\/hrsly.com\/?p=3898"},"modified":"2020-05-30T15:14:43","modified_gmt":"2020-05-30T13:14:43","slug":"human-rights-solidarity-intenden-participation-in-the-dialog-on-the-third-item-on-the-regular-session-no-43-of-the-human-rights-council","status":"publish","type":"post","link":"https:\/\/hrsly.com\/en\/human-rights-solidarity-intenden-participation-in-the-dialog-on-the-third-item-on-the-regular-session-no-43-of-the-human-rights-council\/","title":{"rendered":"Human Rights solidarity intendent participation in the dialog on the third item on the regular session No. (43) of the Human Rights Council"},"content":{"rendered":"<p><span style=\"display: inline !important; float: none; background-color: #ffffff; color: #333333; font-family: 'Helvetica Neue',Helvetica,Arial,sans-serif; font-size: 14px; font-style: normal; font-variant: normal; font-weight: bold; letter-spacing: normal; orphans: 2; text-align: left; text-decoration: none; text-indent: 0px; text-transform: none; -webkit-text-stroke-width: 0px; white-space: normal; word-spacing: 0px;\">Global Institute for Water, Environment and Health &#8211; Geneva (GIWEH) &amp; Human Rights Solidarity (HRS)<\/span><\/p>\n<p>Mr. Vice President, we at the Global Institute for Water, Environment and Health &#8211; Geneva and Human Rights Solidarity express our concern about the growing influence of an extremist religious group<a href=\"#_edn1\" name=\"_ednref1\">[1]<\/a>, the <em>Madakhila<\/em>, in eastern Libya, with support and employment by the unrecognized government, the \u201cinterim government\u201d.<\/p>\n<p>In February 2017, the \u201cmilitary ruler\u201d in Eastern Libya, under the influence of this extremist religious group issued a decree<a href=\"#_edn2\" name=\"_ednref2\">[2]<\/a> banning Libyan women from traveling without a <em>mahram<\/em>, a male relative. This decision is a violation of the right of Libyan women and a discrimination against them.<\/p>\n<p>In July 2017, the <em>Supreme Fatwa Committee<\/em>, controlled by the <em>Madakhila<\/em>, the religious authority of the interim government in Eastern Libya, issued a religious fatwa (edict)<a href=\"#_edn3\" name=\"_ednref3\">[3]<\/a>, in which it described the followers of the <em>\u2018Ibadi<\/em> <em>Madhhab,<\/em> a School of Islamic Jurisprudence as a &#8220;<em>misguided and deviant sect &#8230; and they have infidel dogmas &#8230; and no dignity<\/em> [for them] ] &#8220;.<\/p>\n<p>This fatwa targeted a specific constituent of Libyan society, the Amazigh<a href=\"#_edn4\" name=\"_ednref4\">[4]<\/a>, and is considered an incitement to hatred and a religious and ethnic discrimination, and an attack on freedom of belief.<\/p>\n<p>On numerous occasions, this <em>Supreme Fatwa Committee<\/em> has issued fatwas inciting war and violence and describing opponents of retired Major General Khalifa Haftar as <em>Kharijites<\/em><a href=\"#_edn5\" name=\"_ednref5\"><em><strong>[5]<\/strong><\/em><\/a> and violating their lives and possessions.<\/p>\n<p>Madam President, we call on your esteemed Council to issue a resolution requesting the Special Rapporteur on Freedom of Religion or Belief to prepare a report on the violations committed by this <em>Madkhali<\/em> group in Libya and across the region.<\/p>\n<p>Thank you<\/p>\n<p><a href=\"#_ednref1\" name=\"_edn1\">[1]<\/a> \u201cMadakhila\u201d (\u0627\u0644\u0645\u062f\u0627\u062e\u0644\u0629) is an extreme group of Salafis, named so because they are followers of a Saudi clerk, Sheikh Rabia al-Madkhali\u201d (\u0627\u0644\u0634\u064a\u062e \u0631\u0628\u064a\u0639 \u0627\u0644\u0645\u062f\u062e\u0644\u064a) based in Jeddah. They formed \u201cal-Tawheed\u201d (\u0643\u062a\u064a\u0628\u0629 \u0627\u0644\u062a\u0648\u062d\u064a\u062f) battalion, and other battalions, which are fighting alongside Haftar. <a href=\"http:\/\/islammemo.cc\/akhbar\/arab\/2014\/11\/12\/216361.html\">Reports<\/a> &amp; <a href=\"https:\/\/www.youtube.com\/watch?v=HGK9fQVpB2Q\">recordings<\/a> of al-Madkhali himself supporting Haftar.<\/p>\n<p><a href=\"#_ednref2\" name=\"_edn2\">[2]<\/a> Human Rights Watch: \u201c<a href=\"https:\/\/www.hrw.org\/news\/2017\/02\/23\/libya-discriminatory-restriction-women\">Libya: Discriminatory Restriction on Women, Order in Eastern Region Requires Male Guardian for Travel<\/a>\u201d, 23<sup>rd<\/sup> February 2017.<\/p>\n<p><a href=\"#_ednref3\" name=\"_edn3\">[3]<\/a> Human Rights Watch: \u201c<a href=\"https:\/\/www.hrw.org\/news\/2017\/07\/20\/libya-incitement-against-religious-minority\">Libya: Incitement Against Religious Minority<\/a>\u201d, 20<sup>th<\/sup> July 2017.<\/p>\n<p><a href=\"#_ednref4\" name=\"_edn4\">[4]<\/a> Followers of the `Ibadi Madhhab number between 300,000 and 400,000 in Libya and are members of the Amazigh community.
