Libya reflects this global burden in two distinct but interconnected ways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Domestic Drowning Crisis<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every summer, dozens of Libyans \u2014 including children \u2014 drown along unsafe beaches lacking lifeguards, rescue equipment, and basic safety infrastructure. In 2026 alone, the Marine Rescue Department recorded:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>31 drowning deaths<\/strong>\u00a0in Eastern Libya<\/li>\n\n\n\n<li><strong>28 deaths in a single week<\/strong><\/li>\n\n\n\n<li><strong>Dozens of rescues with minimal equipment<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Libya has&nbsp;<strong>no national drowning\u2011prevention strategy<\/strong>, no lifeguard training programs, no swimming classes in schools, and no unified coastal safety authority. Most beaches lack signage, supervision, or emergency communication systems. Rescue teams often operate with&nbsp;<strong>one boat or jet ski<\/strong>&nbsp;across entire regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mediterranean Migrant Catastrophe<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Libya is the main departure point for irregular migration across the Central Mediterranean \u2014 the world\u2019s deadliest migration route. Since 2011,&nbsp;<strong>tens of thousands<\/strong>&nbsp;of migrants and refugees have died or gone missing at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critically, the&nbsp;<strong>sharp rise in migrant drownings in 2014<\/strong>&nbsp;coincides directly with Libya\u2019s governance fragmentation. In May 2014, retired general Khalifa Haftar launched an armed rebellion against the General National Congress, collapsing the peaceful political process that had begun after 2011. This rebellion dismantled national institutions, fractured state authority, and created the conditions that enabled smuggling networks to expand and migrant departures to surge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The data reflect this political rupture: migrant deaths jumped from&nbsp;<strong>~600 in 2013<\/strong>&nbsp;to&nbsp;<strong>3,283 in 2014<\/strong>&nbsp;and continued rising in subsequent years. This correlation demonstrates that&nbsp;<strong>Libya\u2019s political fragmentation is a primary structural driver of the catastrophic migration crisis<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>EU Policies Increase Mortality<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EU interception and pushback practices, including returning migrants to Libya despite known dangers, force people into more dangerous routes, overcrowded vessels, and the hands of traffickers. LHRS stresses that many of those who drown are&nbsp;<strong>refugees fleeing conflict, persecution, or climate disasters<\/strong>, not \u201cirregular migrants\u201d by choice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What Libya Must Do<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">LHRS calls for a&nbsp;<strong>National Drowning Prevention Strategy<\/strong>&nbsp;that includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lifeguard training programs<\/li>\n\n\n\n<li>Swimming and water\u2011safety education in schools<\/li>\n\n\n\n<li>Rescue equipment and coastal emergency systems<\/li>\n\n\n\n<li>Regulation of beaches and boating<\/li>\n\n\n\n<li>Flood\u2011warning systems<\/li>\n\n\n\n<li>Protection of migrants and refugees<\/li>\n\n\n\n<li>Ending arbitrary detention and unsafe disembarkation<\/li>\n\n\n\n<li>Rejecting EU pushback practices that endanger lives<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Call to Action<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Drowning is preventable.
