Mr. President, we at the International Institute for Rights and Development- Geneva (IRDG) and Human Rights Solidarity Organization (HRS) hoped that the update presented by the High Commissioner would address the ongoing military aggression against the Libyan Capital since April 4, in a broader manner and commensurate with the grave violations of the relevant international laws and conventions. More than 2 million residents of Tripoli have been subjected to indiscriminate shelling and air raids, displacing approx. 115 Thousand people from their homes.
The WHO report of 17th June, put the toll of the attack on Libya’s capital at 691 dead, including 41 civilians, and 4012 wounded, including 135 civilians. Ambulances and field hospitals were not spared, at least 5 paramedics, including 3 doctors were killed. Dozens of cases of torture and murder of prisoners taken by the LNA have been documented, some video recorded.
Civilian infrastructure and services have been directly attacked. The city’s airport came under attack 5 times, 3 by air raids, disrupting civilian flights. Drinking water supply was shut down for several days and daily power outages are more than 12 hours.
Mr. President, the aforementioned violations, some amount to war crimes and crimes against humanity, are committed with support by regional regimes and complete failure by the UNSC to take action. Hence, we call on your distinguished Council to establish an International Commission of Inquiry to investigate and document the violations of human rights in Libya to identify individuals responsible for such violations and refer the report to the International Criminal Court to support the investigations of the Office of the Prosecutor.
