Libya: Crimes of Abductions and Assassinations

January – September 2019

During the third quarter of 2019, the number of victims of kidnappings and assassinations in Libya increased significantly compared with the first six months of the year, where the number of victims of the third quarter constituted 48% of the total victims. A third of the victims of violence in the third quarter of this year 32% were documented in the city of Benghazi.

During the reporting period, 818 victims of violence were monitored in Libya, the vast majority of whom were civilians; 602 victims 74%. September was the most violent, with 169 victims 21% of the total for the first nine months of 2019.

Geographically, 79% of the total victims were victims of crimes in 10 cities, while the remaining 21% were victims of cases of violence in 29 other cities and towns. Benghazi is the most violent city in terms of the number of victims of kidnapping and murder, 192 victims, 30% of them were victims of murders or assassinations, followed by the city of Murzuq with 85 victims, 91% of them were victims of murders, followed by the city of Tripoli with 67 victims Resulting from detentions.

June was the most violent month, accounting for a total of 135 victims, 32% of the total number of victims in the First Half of 2019.

Most victims, 73 percent of the total, were victims of crimes in 8 cities and regions of Libya, while the rest were distributed over 24 cities and towns. The city of Benghazi topped the list with 60 victims, half of whom were victims of extrajudicial assassinations or killings, followed by Sabha with 55 victims, two thirds of whom were victims of kidnappings.

34% of the victims, 279, were disappeared, to join the list of hundreds of victims of enforced disappearance from previous years, while 37% of the victims, 143, were killed.
